Assemblers draw full power even when there aren't enough resources to produce what's ordered

I've noticed this on a particularly energy-sensitive early game. Assemblers, apparently, continuously draw their full power requirement even when production stalls due to a lack of raw resources. I noticed it with the (proper) Assembler, but I think Basic Assembler, Survival Kit, and perhaps even Prototech Assembler are likely affected as well.
Steps to reproduce:
- Queue up the production of components in an Assembler while there aren't enough resources to actually produce them.
- Observe the power requirement of the Assembler. Even though it is not working, it drains the maximal amount of power as if it did.
