Alternative Toolbar navigation

Since ctrl+Number selects a certain Toolbar, make ctrl+MWheel scroll throu the different Toolbars. Selecting Toolbar Nr. 9 is quite a strecht for my hand, since i regulary forget about the other ctrl-key on the right side :D
