Block rotation stops working for unknown reason

i thought i twas mods at first so i made a vanilla world and it happened again and again.
i dont know whats causing it but after X amount of time block rotation controls stop working.
checked for driver updates on all devices but nothing pending/needing update
default and custom controls both stop responding.
i made the custom controls in response to it not working in first place but then realized rotate is not responding but the keys are. resetting game sometimes fixes it
