"Convert to ship" allowed for faction station

I started a game to look at NPCs, started on moon, have GPS for faction station in space above moon. If I press K on a fairly new inventory-like block (pallet, barrel, ...) I see the grid blocks with red because I have no access, and that is expected. I go to the Info tab and "Convert to ship" is available when I don't think it should be.
Converted to ship. All the NPCs stop moving and info has both "Convert to station" and "Convert to ship" grayed out. If I admin place a cockpit then "Convert to station" is available. If this would have been in planetary gravity, it would probably start falling.
