unable to mod DLC Cargo

i cant mod the DLC Cargo so i can get the volume that should be
Small Modular ->13.125
Bulk Cargo -> 843.75
its abit frustrating as i tried using modadjuster and .sbc. Gemini cant help me out either (this is the first time i used AI). is there something hard coded so we cant change them? if so, why?
