What I would like to see is essentially a long distance RPG which tackles the manpower problem not the equipment problem. Shoot it where people are gathered for maximum effect but cover will often protect you from harm. Also it should eliminate the voxel damage and do minimal/moderate damage to grids. The offset in manufacturing could be done by increasing the necessary iron/nickel and eliminating the platinum and uranium requirements. This would be especially effective against open topped vehicles. Eliminating the occupant but allowing the vehicle to be relatively spared. The item model would be the same save for the colour strips to indicate it's type. The damage could be dealt out as small arms damage over an area of 5 to 10 meters from impact.
