Make hydrogen tanks explode if >25% full when grinding down

To encourage common sense and good engineering practice, hydrogen tanks should be depressurised before grinding down.
If fact any pressurised tank should be depressurised before grinding passed functional.
I thought that there could be a bit of leeway with this so 25% or less pressurised should not be catastrophic.
Tank go boom if too full when grinding.
