NPC rescue ship that approaches player's ship when power drops very low

This is a bit longer so I've added section titles for clarity.

A small ship may (not always) approach the player's ship/rover if the vehicle's total battery power drops below 10% or so meaning that they're liable to crash-land (ship), or get stranded if wheeled vehicle. The ship then broadcasts:

Rescue ship: [Player username] are you in trouble? Do you want to buy an emergency power pack?

The player can respond using a command in chat e.g. /resc yes


Interaction

Using the same shop system as trade stations, the ship will allow the player to purchase emergency power packs for their ship in exchange for credits, to give them a temporary power boost so they can get home or to a location where they can recharge their ship/rover.

The temporary power pack is once use and cannot be crafted.


Reputation

The player can attack the rescue ships, but they won't get much of worth, but these behave as a faction so this will lower the reputation of the player's faction towards the rescue ships' faction. The rescue ships cannot attack the player but will not go to the player to offer assistance if the reputation with the faction is low (logically), so inadvisable as the player may be stranded without aid.

It may also affect player reputation with some other (usually neutral) factions in a "how dare you be so mean?" sort of fashion, and raise for others who appreciate the cruelty (space pirates). Although the Rescue faction does not attack the player, the others may if the reputation gets too low.
