[BLOCK SUGGESTION] small grid prototech assembler

I dont know why this is not added in the contact update but I think wee nedd a prototech assembler for small grid whit the same functionality as the regular large grid assembler, I fill this is mising since we have a prototech refinery allready for small grid and this will pair perefety and more people will start using the refinery
