AI Targeting of Antennas

Over the years there has been plenty of requests for changes to the AI targeting behaviors (AI, turret blocks). I would simply argue for "Communications" targeting because the current behavior of drones magically appearing is a little silly, and seems a heavy handed attempt to increase difficulty without any finesse. By allowing a "communications" level targeting scheme, it would correct this heavy handed approach and add another layer of strategy.
