PVE enhancement Suggestion: Bounty Contracts

Simple: In single player worlds, have NPC station factions offer bounty contracts for Vulture, Imp, And Pirate Raider ships- to give 3 levels of varying difficulties.
On ground installations, have Bounty contracts to destroy a Raider Outpost surface encounter.
The Encounter ships and Encounters can remain as is- only addition needed is the contract and reward to be established
