Unknown Signals not providing Skins

This started about 24 hours after the recent event began. I know there is a Steam time-out limit for skins, however I have not received anything from an unknown signal for 72 hours now.
I have tried in multiple different game sessions, a tutorial game, SP games, and hosted MP games. Unknown Signals appear, but when you push the button, you get nothing.
