"Cannot add tool to toolbar without tool in inventory" is not fun or useful

This ticket was declared "by-design" on the rationale that tools and weapons are "character items" and subject to inventory restrictions, which strikes me as weird when these items remain in your hotbar after they leave your inventory anyway (they just can't be used).
if you really want to treat the hotbar closer to the way minecraft treats it for these items, they should be removed from the hotbar when they leave the player inventory too. If you're thinking "wow that sucks" then why is the reverse still true?
If you can't justify the change for SE1, please consider it for SE2.
I think the toolbar should have a "generic welder" "generic grinder" and "generic drill" option that when you put it on your tool bar the software will select the strongest tool of that type so that when you die and dont have your level 3 grinder it will default back to the spawn level 1 grinder. It should even let you mouse wheel up and down if you have multiple levels of the same tool (for example you are grinding a grid and want to go slow when you get to the hack line so you dont destroy components.)
