Additional options for turrets and custom turret controller

So the ideas are rather simple.

We have with normal turrets the ability to have them move around on their own to give the impression of activity, the 'idle movement option', but we don't have the ability for the turrets to return to their default state which can make ships look messy.

Having all the turrets have a toggle option for them to return to their built at rest position should be a default, maybe have it activate about 20 or 30 seconds after no activity so they are not simply trying to reset themselves in battle.

For the CTC, since these use rotors and hinges, having this either as the same option or even allowing the player to set it to specific angles in case of random rotor/hinge positioning issues (because not everyone cares about the markings on the rotor/hinge) so a pair of sliders for the azumith and elevation would be an idea and allow for players to reset custom turrets and work well with pop up turret designs instead of using scripts.

This could also be an idea for SE2 assuming its using a similar CTC/turret design idea.
