Event Controllers - Let you explicitly set Inertial Dampeners on or off!

Toggling instead of letting you explicitly set one way or another basically makes this setting all but useless. Furthermore, if you allow us to explicitly set on or off, we can do cool things like suicide burns to automatically engage dampeners below a certain altitude. AND we can combine it with scripts for even cooler stuff.

The problem with toggle is that, if you have them engaged when you drop below that altitude, it turns your dampers OFF and you drop like a stone.
