AI Offensive, Attack Pattern: Intercept, Guidance Type: Target Prediction Bug
This bug always occurs on Keen public dedicated servers (DS). I cannot reproduce in SP creative or survival version. I was able to intermittently reproduce on a public version running private creative mode on a DS.
I first noticed the bug around the 15th of November on Keen Official Server US#1. I'd fired hundreds of missile prior to this since the 205 update on US#1 DS and this issue did not occur.
I have isolated it to the Target Prediction option but only on a DS. With Target Prediction selected for the Intercept guidance on an Offensive block, the missiles will approach the target normally but when they get close the just miss and circle the target over and over. If it is a big target, the circle they do will cause them to hit the target but not where they were aiming just because the target is big and their "circling" is smaller than the size of the target. Smaller targets will just be circled until they run out of fuel.
Test missile setup, just press button 1 to launch all 6 at a target. I recommend using a High Profile Escort or other similar sized target. Stationary or moving is fine. They might occasionally hit the moving target just because the moving target moves into their flight path by chance. So stationary shows the problem more clearly.

Video shows me firing on US1 at a stationary sub station at the Listening Post Global Encounter. The first set of missiles are set to "Target Prediction" and you can see them orbit the target over and over until they run out of fuel. I then fire a second set of missiles after changing their guidance to "Basic" at 33 seconds in the video, then you see them impact the target normally, while the first set are still orbiting. This is also how it looks if you use "Target Prediction" in a non DS game, they work normally and hit target the way they should.
Target Prediction is much better than Basic guidance as it leads better and dodges incoming fire better. Using Basic increases chance of being shot down significantly and lowers the chance of a hit on a moving target significantly. This is a big problem for AI missiles.
