is there way to make the small piston actually 1meter tall and not 1.0318 meters or so tall
and large piston from 5.155 meters to 5meters

YES !
It would be vital to accurately set up pistons. Especially when using them in situations that can be quite clangy (using them to get a half-block offset for example). In such situation, knowing exactly what value to put to get 0,2500m would help greatly
