Make players share toolbar config in each world they enter

I am sort of tired to set up the same toolbar everytime i enter a new world, or the server forgets my toolbar info. I would like to have my own toolbar set up, and then join worlds with it. I can maybe set my toolbar up out of game too simply by rewriting the configuration files required. or once i select the tools to my toolbar it pretty much stays intact. The server will decide what can the player use from its toolbar when it selects the item, (do not forget to add selection check to players entering the world with their already selected item in a default slot). If the player can not select it's item from it's toolbar, then make it so that it selects its hands by default with no selected thing to build
