Offline mode is partially broken

There is a big issue with offline mode. If you run a game without constant online connection, painting textures and skins are not available. This should be fixed. It's not ok when you have paid for DLCs, extra skins, etc., and cannot use them without persistent connection while traveling for example. Textures and skins are not 'extra', they are an integral part of the experience and should always be available when purchased!

- this is also one of the reasons why always-on DRM, like Steam itself, is something that is absolutely worth avoiding like the plague on gaming it is. This "everything as a service" mentality has become the status quo, and the only feedback that truly matters is the kind with or without dollar signs attached. As long as they keep making money, it'll only ever get worse.
