Action Relay block improvements

Some Relay improvements:

1. Please allow associating names with channels in some fashion. Per faction and per player. Even if there is only 100 channels, remembering which channel does what is going to be troublesome.

2. Pease allow setting built in range limit. It can be somewhat achieved via scripts and may be to some degree via sensors, but that's fairly short range (unfortunately we do not have an 'and' block) when you might want this option to call only ships/drones in certain radius.


3. Split 'allow from' dropbox into checkboxes. With options:

- Allow from Faction, Allow from Me, Allow from Everyone

- Send to Faction, Send to Me, Send to Everyone

Reason: Various people are going to use whatever channels they like. Your personal channel 20 'open red ship's door' might be your faction's 'arm mines', it would be nice to split those. Having to resolve random blueprint channels with your own scheme is going to be troublesome enough without adding whatever your faction does.

Would be great if we can send to neutrals specifically instead of using everyone to do that.

What's the point? It is far to trivial for an 'enemy' to make a 'neutral' relay to listen or send 'neutral' signal, making distinction between neutrals and enemy signals pointless.

May be if IFF and faction system was more comprehensive with no ability to just gift something one sidedly... but that's a separate topic entirely and a problem for everything (turrets, antennaes, sensors). With range limit most exploits will be covered by just not listening to anyone that is too far.
