Allow Groups & Ship Toolbars to be modified with Programmable Blocks

So one of the most common issues I have, I print ships with toolbars and the groups are shared amongst every ship. Not ideal. I'd like to be able to programmatically just update the ship block names, group names, grid name, and toolbars so that I don't run into this issue.
I suppose the alternative is if there was a setting in game for the cockpit to say apply toolbar actions only to this grid or something like that. This way it doesn't toggle every grid it's connected to. Would also be great to have an option to only show the terminal of the ship like how the inventory has that option.
