All on/off toggle actions should also have separate on and off actions as well

I proposes that all actions for all blocks that (programable into buttons/timers) that have an on and off position (or similar) should have 3 separate actions. Set to On, set to Off, and toggle On/Off.
Currently there are some actions that only have a toggle on/off (like rotor/hinge lock, you can set a timer or button to toggle it on/off, but there's not option to just set it to lock, regardless of it's current state).
This change will give more options for automation.
