Frostbite Scenario can't advance

I'm playing the Frostbite Scenario. I've placed the Lockdown Module. It's been a week or two, so I don't remember exactly what I did, but I should have access to the area where the lower Safe Zone is. I can get to the Safe Zone console but I can't access it, I can't do anything I need to do to get the data boxes out of the facility and (I think) get to the ID's I need to retrieve with the safe zone still active. (welding, grinding, and grabbing things with the forklift are disabled in the safe zone)
