There needs to be an endgame planet with abundant hydrogen, but no Ice. As in a hydrogen atmosphere. People would be able to set up vents on the hydrogen planet and pressurize hydrogen tanks for free to export. But since there is no oxygen, people would need to pipe the oxygen in. Bonus points if hydrogen pressurizers require liquid oxygen (only able to be obtained by pressurizing 02) to make exportable hydrogen.
This would make people have a reason to fly from oxygen rich planets to the hydrogen world, deposit the oxygen for hydrogen and then fly back with loads of hydrogen.
