Feature request: Change block skin handling to allow use of DLC block skins in offline games

First, I understand that the game is currently working as designed. This has been made clear in this bug report:

Block skins are part of the Steam inventory system for PC players, which makes their use impossible in offline games. This frustrates some players who wish to use them, especially having paid for access to the content. DLC blocks are available in offline games, but the additional block skins are not.

Presumably a different system is used on PlayStation and XBox. Since none of the Steam Inventory features (trading, purchasing, in-game drops, etc) are being used, it seems to make little sense to lock them to an online service when they could be controlled in the same way that DLC blocks are.

I would therefore like to ask if you would revisit the way that access to block skins is controlled, so that offline players might be able to make use of content that they have paid for.
