Suggestion: Add "Toggle Blacklist/Whitelist" action to Conveyor Sorters

This will allow sorters to toggle between blacklist and whitelist mode from cockpist, remote controls, etc. and effectively allow sorters to work as a kind of shutter or valve.
For example, say I have a mining ship that has a waste ejection system to throw out stone from a connector. Without the toggle blacklist/whitelist action, I'd have to make a connector dedicated to just throwing out stone and can't use it to connect to another ship or base to transfer the collected ore (Actually I still can, but I'd have to go through the Control Panel to change the listing. This also means that automation can't switch the listing type, however).
-> connector -> dock
drill -> cargo <
-> sorter -> connector -> (throw out)
