Make Strong Unknowns worth it with Zone Chips

To promote interaction between players maybe make strong unknown signals worth more by putting a small amount of zone chips in them. As zone chips are worth around 100,000 Space Credits each even players without safe zones to maintain would benefit from collecting them.

they really really need to do something like this. Right now going to strong unkowns is worth it only if you're looking for trouble.
