Suggestion: Prevent refineries from filling assemblers

When you refine a large amount of ore it seems to fill the closest storage first and it seems that assemblers are not excluded from this. It will cause the assemblers to fill completely with ingots and not be able to do any subsequent assembler work.
Possible solutions:
- Limit the amount of each ingot type inside an assembler,
- Deprioritize the storage inside an assembler below all cargo container types
