Battery Toolbar QOL improvement

Good morning,
Suggestion 1:
When selecting a battery (or a group of batteries) to place on a toolbar, there should be a separate 'Recharge On' and 'Recharge Off' option like the Tanks have for Stockpile. This would be extremely helpful with the new event controllers.
Suggestion 2:
It would be really neat if you could somehow say a battery can only power certain items, and combining it with the Event Controller you could make it be an Uninterrupted Power Supply (UPS). For example, if the ship runs out of power, your doors and maybe some vents still work.
Tbf theres a lot of blocks with toggles that are missing the on or off option. Would love to see that fixxed

Make that a global alignment of terminal functions.
EVERY action of EVERY functional block that can be toggled ought to have a Toggle and separate On and Off actions.

Not just some actions for some blocks and other actions for other blocks.
