Warhead separate toolbar arm and disarm options

currently the only way to arm/disarm warhead is via a toggle which is not great for trying to arm the warhead when it gets in proximity to something as it could toggle it on then back off.

Make that a global alignment of terminal functions.

EVERY action of EVERY functional block that can be toggled ought to have a Toggle and separate On and Off actions.

EVERY action of EVERY functional block that has an optional slider (eg. thrust override, gyro override) ought to have a Toggle, separate On and Off actions, and separate Increase and Decrease actions.

Not just some actions for some blocks and other actions for other blocks.

Usability and consistency, ffs.

I'd also like to see this changed to have individual set options for each state since it can be frustrating and unreliable to work with the toggle.

This should really be added for anything with only a toggle option in the toolbar.
