Administrator rank and above should not announce connection

On multiplayer servers when an Administrator/Server Owner connects, it should not announce the connection on the HUD.
This would serve to allow an admin to access a server without players being made aware, for such situations as attempting to quietly monitor or kick players who are being inappropriate without them leaving the server before the admin has fully connected.
