Reference to the item/inventory slots. You don't move the item itself to the reference section, you just create a reference to it. The distribution of items will become much easier. For example - the distribution of ore by refinery.

Scroll through the inventory as much as you want, you will not lose the item you need.

I'm guessing you're basically thinking of customizable inventory shortcuts/links/cards, placed in the empty space under your personal inventory? Because that's a great idea!
