Easy switch from creative to Survival...

Hi,
Is it possible to perhaps give admins more rights to properly switch from Survival to creative and back again? Having some admin tools in Survival is fine - but it would be useful for server tweaks on the fly rather than having to reload the game into either or.
I am thinking Minecraft here - it would be good to be able to quickly assign other players the ability to spawn anything and then switch them back too.
