Reset Turret Orientation Option

Add a button to turrets to reset turret orientation such that azimuth and elevation are 0. Additionally, make this a toolbar config option.
Yes I know scripts for this exist. But they are difficult to implement as they disable turret AI and must be turned off and then on to reenable turrets. Which can be restrictive to automate with timer blocks.
This is a good idea for custom turret controllers, but the home position for each rotor/hinge also needs to be configurable instead of always going to 0. Small pop-up turrets may need to be stowed at a 0° elevation to fit through doors while longer ones may need to be stowed at a -90° elevation to minimize how far they have to travel up/down to be fully exposed/enclosed. And non-weapon uses may require any possible position to be the home position to get it out of the way depending on placement and function (think refueling arm in a hangar or welding arm on a rover).

I'd add that it'd be nice to have an user-configurable standby position for turrets, especially now that we have the search light. Maybe some simple X/Y angle slider to set the return point when not tracking a target.
