Copy and Paste in creative mode dose not preserve control pane button settings

System was set with Survival mode, with Admin tools turned on allowing the Copy and Paste
When I copied a grid, then pasted the new copy of the grid, the BUTTON PANEL looses the button setting configuration.
CTRL-X does not loose the the Button Panel settings.
The grid is made up of 2 control panels, 2 timers, 2 merge blocks, 2 connectors, 8 thrusters, 1 welders , 1 grinder ,8 batteries, conveyors, cargos, and sorters
