Redo starting toolbar

The game has changed a lot since the last toolbar update. For survival, the solar panel and wind turbine are redundant, so you could put something like the O2/H2 Generator in that slot. For progression's sake, I think it makes much more sense to have the Survival Kit instead of the Basic Assembler, since it's included in that variant group.
