I want to convert station to ship and it says "Convert to ship is unavailable". But why?

It would be great if you added a reason, because sometimes i can't understand.
I had a really good rocket, it was connected to base wich was on the ground, and i disconected the rocket. And rocket was just floating without support. And when i wanted to convert to ship, it says "Convert to ship is unavailable".
