Small Grid Warheads

Im not sure if this is a bug or you guys nerfed them to the ground but after the recent update small grid warheads used in drop bombs hit like wet noodles against large grid light armor, to which i ask what is the point in using them if a large grid hydrogen tank does more explosive damage?

Can a small grid bomber carry a large grid hydrogen tank to use as a bomb? Is that very practical? Are you comparing a single small grid warhead to a single large grid hydrogen tank? Does that make sense?
Perhaps the small grid warheads are intended for PMW missiles to be used against small grid aircraft. Or for bombing convoys of small grid trucks. Or for cluster bombs.
Even before the Warfare 2 update, small grid warheads were not particularly effective against large grids.
