Enable/Create Authorized User Settings for Interactive Blocks

To allow for more nuanced control, and to prevent certain faction members from meddling with, or removing things they shouldn't, I suggest more a customized approach for access. Specifically, rather than allowing all, faction only, or none I suggest the option of customized controls for specific users of interactive blocks or control stations on a grid. This would also allow for the owner to retain control of their vessels without a seat or cockpit trying to usurp their authority when occupied. It would also allow for a delegated authority approach for factions, and prevent new recruits from accessing certain items or grids, while still allowing trusted members their privileges.
