Dedicated servers blacklist mod dependencies

Some mod authors have their mods list dependencies that are not actually required. I would like the ability to prevent mods that i do want on my server from loading mods i do not want on my server.
For example,
All of Splitsie's assertive mods require his perpetually perturbed pirates mod. PPP breaks bounty contracts, a base game feature that i view as essential on a PvPvE server like mine. I would like to use some of the assertive mods, but if i do they forcibly load PPP even though i do not want that mod on my server.
Since mod authors can flag their mods as dependent on mods that are not actually needed, this creates a problem for server admins.
