Feature request: more second tier buildings through silver refining in basic refinery

the basic assembler is allready fitted for building medical components and saving with cryo chamber in _early game_, building facilities with survival kits!
we aren't even able to build all the first tier tools that are given on first tier (lander), basically when parts of your first tier gets destroyed (survival kit) you won't be able to rebuild it until you have 3rd tier refinery. this staging is extremely akward!
put silver refining into basic refinery and the glaring inconsistency is fixed!
