Ticket System: Allow OP to change selected Topic Status

Available Statuses: Duplicate, Not a Bug, Solved.
Probably available only when topic status is Submitted.
Sometimes user can find out their bug/idea was already written, or that it is not a bug on Keen side etc ...
It would take away some work off your admins.
