Economy-based Progress Tree unlock and respawn.

1. make the blocks unlock with Spacecredit in Block Related trade outpost.
(mining outpost with drill, Factory with assembler)
2.make player able to buy permission to respawn in NPC outpost with limited time per purchase.
(maybe we can have a Start in outpost scenario also?)
i think they will make Trade outpost, Quests , and ship-buying more useful.and a more exact goal to player.
and every new start can be a different journey.

I don't know if these will ever be added to the core game -- but you should suggest them over on the Torch community discord and see if a community member can build a plugin or mod to do them because I love the ideas!
