Allow Antennas to receive action relay signals when broadcast set to OFF
Current behaviour:
If an antenna is set to broadcast = OFF it has almost identical behaviour to if the block is switched to OFF. You are unable to remotely access via that antenna in any way. This makes the 'broadcast on/off' behaviour mostly redundant.
Suggested behaviour:
If an antenna is set to broadcast = OFF then allow it to receive action relay signals e.g. an action relay on a remote grid could be used to send a signal to the receiving grid (with its antenna set to broadcast = off) to enable broadcast, or to perform other actions such as open a door on a hidden base. In this setting only the sending antenna would need to have the appropriate antenna range to interact with the receiving grid.
This would give players a reason to interact with the broadcast setting of antennas as well as giving action relays the ability to interact remotely with grids that do not have much power.

That was exactly my thought, I've struggled to come up with any actual function for the broadcast on/off option. There probably are some odd edge cases where it's useful but I honestly can't even think of one.
