Add a Render Scale option to Display/Graphics options

Simply lowering the resolution is great and all, but going too low makes the HUD and stuff a mess.
A Render Scale option would help players on lower end PCs play the game without having the HUD be massive, blurry and unreadable.
Also upscaling I guess.
And if you do implement it, please don't restrict it. If a player wants to go down to 10% or up to 800%, let them do it. Maybe put the crazier values under experimental though.

how is it submitted ? the render scale slider yes they added that but it's BROKEN from years.
they actually restricted players to it, maximum is 100% and doesnt do anything.
