Out of game design

Just an idea for designing outside of the game. I was wondering if a program/website could be created to "build" stuff. I am sure there are others such as myself that have access to a PC or tablet that would love the option to design stuff while away from the game. It could be as simple as a 2d representation of all the parts and components that were true to size, with all six views so you could design from any angle. Of course a full 3d modeling would be awesome, but definitely more complex.
