Make block skins available in offline mode

DLC blocks are available in offline mode, but the DLC skins aren't. Please adjust the delivery mechanism for block skins (especially since they aren't separately tradeable or purchasable through Steam trading card/inventory system) such that we can continue to enjoy our DLC purchases in full when in offline mode.

Additionally, it has become apparent that players using "family share" can't use any skin but the default, because of this mechanism.
