Add a switch to kit and med rooms to allow only spawn access

Having a kit or medical room open to all lets people mess with settings on the block. How about a switch like doors that let players spawn at the block but not have any other access to the block features.

Current functioning - If you want to make a Community Base, you set your Spawn to "Share With All"
This allows everyone to spawn at your base.
It also allows any player to edit the settings, such as changing the "Spawn Name" to something offensive.
Proposed Change - having a selectable option "Allow Public Spawn" for example.
This would allow all players to spawn at the base, but would prevent them from changing the block setting.
This would work similar to how Doors can allow access to all players or Connector's Trade Mode.
