Improve the Toolbar (G Bar) - Persistent (Vanilla) Block Settings on Client

Have the players Toolbar setting preferences saved on the client so that either:
It is remembered game to game, server to server, or
Is somehow 'past-able' as an option at game start

Sadly this has never been considered even after 3 years. Its definitely one of those "Quality of Life" things Xocliw was talking about in a recent stream.
