Stockpiles Won't Rotate on Built Floors

I'm not sure if this is meant to be so correct me if i'm wrong but if I'm placing a stockpile of any type on an unbuilt floor I can place it in any direction, but when I try to place it on the same floor after it's built it won't let me rotate it.
